age of 25. Justin has served the citizens of Santa Clara County and the State of California with
pride and dedication ever since. Justin was promoted to the rank of Captain by Fire Chief Ken
Kehmna (ret.) in March of 2017.
Justin attended Half Moon Bay High School (2003) and San Francisco State University (2008) as
well as the Butte College Fire Academy (2006) and Foothill College Paramedic Program (2009)
and Columbia Southern University (2021). Justin holds a Bachelor’s degree in Biology and a
Master’s of Public Health.
Justin is actively engaged in public outreach programs through the Santa Clara County Fire
Department, is a frequent master of ceremonies for department events, and has significant
involvement with the departments Information Technology group. Justin has a particular passion
for field deployable hastily formed networks that allow enhanced communication and situational
awareness through low cost high efficiency non-traditional solutions.
In September of 2017 Justin was selected by Fire Chief Tony Bowden to serve on the FIRESCOPE
Emerging Information Technology Specialist Sub-Committee. Justin takes great pride in being
appointed to this group and recognizes the outsized importance of careful adoption of
technology into the American fire service.
During his time away from work Justin enjoys spending time with his wife and four kids. If having
four kids at home has taught him anything, it’s to stay flexible and always keep a change of

desktop services team. The Orange County Fire Authority is a regional fire service agency that serves 23
cities in Orange County and all unincorporated areas. The OCFA protects nearly 2 million residents from
its 77 fire stations located throughout Orange County
Being a member of the Fire Scope Emerging Technology group since 2015 has been an amazing
opportunity to network with other fire professionals and work on some of the latest technologies in the
industry.

and has served the citizens of Glendale for 20 years. Chief Ambrose has held the ranks
of Firefighter/Paramedic, Captain, and promoted to Battalion Chief on December 19,
2019. Chief Ambrose is currently responsible for the Verdugo Fire Communications
Center which dispatches for 13 Agencies in Area C of Region 1.
Chief Ambrose holds a Bachelor’s degree in Mechanical Engineering from Loyola
Marymount University. Chief Ambrose has authored several publications for Fire
Periodicals and is an advisory editor for Fire Engineering Magazine. Chief Ambrose has
taught across the US and Canada, including FDIC for the past 5 years, and was a panelist
for a National Academies of Science webinar. In 2001 Chief Ambrose earned the FBI’s
Exceptional Public Service Award for his work in training their hazardous materials
response team.
Chief Ambrose has held positions in Operations, Fire Prevention, EMS, Training, and
Special Operations. Chief Ambrose is a certified Paramedic and Hazardous Materials
Specialist and holds three patents related to Hazardous Materials Simulation Training.
Currently Chief Ambrose is responsible for a 911 center which serves approximately 1M
people. During his time at Verdugo Fire Communications Center he has dealt with major
technology upgrades and challenges.
In November of 2021, Chief Ambrose was selected by Fire Chief Silvio Lanzas to serve
on the FIRESCOPE Emerging Information Technology Sub-committee. Being associated
with such a prestigious organization is one of Chief Ambrose’s greatest honors where he
was voted to serve as secretary for the group starting 2022.
During his time away from work, Chief Ambrose enjoys spending time with his family in
the ocean, or at swim and soccer events. Chief Ambrose is proud of his profession and
considers his greatest accomplishments as serving the community and improving the

He earned a Bachelors Degree in Communication with an emphasis in Health Communication. </p><p style="text-align:justify;">Engineer Occhipinti is involved with several different programs within the Ventura County Fire Department. He is actively involved in the VNC Planning Section and works with the Central Coast Federal Incident Management Team 15. </p><p style="text-align:justify;">In August of 2018, Tony was selected by Fire Chief Mark Lorenzen to replace Firefighter Aimen Alton to serve on the FIRESCOPE EIT Specialist Group. He hopes to meld experiences and solutions developed by both the VCFD and the FIRESCOPE EIT Task Force together in an effort to increase situational awareness and workflow in the Fire Service. </p><p style="text-align:justify;">During his time away from work, Tony enjoys spending time with his family and friends and engaging in all types of outdoor activities. Firefighter II Hodorowski is the recipient of the Firefighter of the year award, which he earned in 2007, 2008 for his positive attitude and strong work ethic on specialized projects. </p><p style="text-align:justify;">In addition to being on an Engine Company, Firefighter II Hodorowski has regularly been assigned to special projects involving emerging technologies such as the department records management systems, technical hardware implementations, and other programs related to technologies. Firefighter II Hodorowski is a state certified Fire Officer and has attended the National Fire Academy several times with a concentration in the Command and Control series. Firefighter II Hodorowski has been selected and currently sits on several state wide technical advisory committees involving common operating platforms.</p><p style="text-align:justify;">In 2013 Firefighter II Hodorowski was selected by Chief Pierce to join the newly formed Emerging Information Technologies Specialist Group. Hoose is the recipient of the Santa Barbara City Firefighter of the Year award. </p><p>Captain Hoose serves as the Lead Situation Unit Leader for California Interagency Incident Management Team 4, a Federal Type I IMT. Hoose also supports the XSB Operational Area IMT (Type 3). Hoose previously was a Paramedic Training Officer in the County of Santa Barbara. </p><p>In 2017 Captain Hoose was selected by Fire Chief McElroy to serve on the FIRESCOPE on the EIT Task Force. Chief Wells holds a Bachelor’s degree in Business Administration and Leadership and is working towards his
Master’s degree in Business Administration and Executive Fire Officer at the National Fire Academy in
Emmitsburg, MD.
Specialized Training
As a Firefighter and Engineer, Chief Wells was a state certified Paramedic and Hazardous Materials Specialist.
As a Fire Captain, he served a special assignment as a Duty Officer working in the Emergency Communication
Center. He is a certified State Fire Officer and is currently working towards his Chief Fire Officer designation.
FIRESCOPE History
In May of 2017, Chief Wells was selected to represent Kern County Fire Department on FIRESCOPE’s Emerging
Information Technologies(EIT) Specialist Group. He has helped facilitate the Fire Operations Technology Summit
brining together over 200+ Fire Service Leaders at an annual Tech Summit hosted in Redlands, CA. Building
relationships with and proudly working alongside other like-minded technology savvy fire service professionals
have been extremely rewarding.

She is Emergency Medical Dispatch and Quality Assurance certified through the International Academy of Emergency Dispatch. </p><p style="text-align:justify;">Jennifer has a wide range of specialized dispatch training in the fields of Law Enforcement, EMS and Fire dispatch. She has also worked to expand her technical proficiencies in the workplace over the years including working with Geographic Inforamtion Systems (GIS), Inforamtion Technology, maintaining the CAD system (software, hardware and network systems), webpage maintenance, and various fire technologies.</p><p style="text-align:justify;">In January 2020, Jennifer attended the Fire Operations Technology Summit sponsored by the California Fire Chiefs Association. Several FIRESCOPE contributors presented there and solicited involvement in the group. Jennifer volunteered to help support the Emerging Information Technology and was accepted to the group in February 2020.</p><p style="text-align:justify;">Jennifer enjoys hiking, camping and backpacking in her spare time, often spending the weekends in the deserts of Anza Borrego State Park or the in San Gorgino Mountains.
