He provides GIS support to the Regional Fire Communication Center and other department programs, and he manages the mobile GIS unit which responds with County Fire on all-risk incidents.</p><p style="text-align:justify;">Previously Steve worked as a GIS Specialist at the Port of Long Beach managing hydrographic and geotechnical data and producing civil engineering map products. Steve began his GIS career at the US Census Bureau producing demographic maps and data products. </p><p style="text-align:justify;">Steve earned a BA in Geography from CSU Northridge, and certificates in Oracle database development and administration from Long Beach City College. Steve and the VCFD GIS crew received an Esri SAG award (Special Achievement in GIS) for common tools and mapping standards. Steve holds a GISP (GIS Professional Certification, #82870). ICS qualified GISS and DPRO</p><p style="text-align:justify;">Steve joined the FIRESCOPE GIS Subcommittee in 2016 (2018 Secretary, 2019 and 2020 Chair), and is one of the founding members of the Wildland Preplan Subcommittee (current Chair). Steve is honored to work alongside this talented group of GIS and public safety professionals, especially during this exciting period of development in cloud-based geospatial technology. </p><p style="text-align:justify;">Away from work Steve enjoys mountain biking, home construction, and spending time with his wife & kids. 2017. Matt has served the citizens of Santa Barbara County for the past 4 years.
Education and Accomplishments
Matt attended South Tahoe High School in Lake Tahoe and completed his Bachelor of
Science at Cal Poly- San Luis Obispo. Matt also holds a FAA Remote Pilot Part 107
Commercial Drone Certification. Matt has most recently assisted in the development of
the agency ArcGIS Online platform and the creation of detailed Wildland Fire Preplans
for the entire County. </p><p>Specialized Training
Matt provides mapping support for the local Type 3 Incident Management Team (XSB)
and acts as a Geographic Information Systems Specialist (GISS) on incidents state-wide.
Matt also acts in a Technical Specialist role where he provides geospatial support on a
variety of incidents.
FIRESCOPE History
In 2017, Matt was asked by Operations Chief Woody Enos to serve on the FIRESCOPE
GIS Subcommittee. Matt served as secretary in 2020, and in 2021 he was selected by
his fellow Specialist Group members to serve as Chair. Being associated with such a
prestigious organization is one of Matt’s greatest honors, where he works alongside a
talented group of emergency management professionals to improve and develop
geospatial data systems.
Personal Interests
During his time away from work, Matt enjoys spending time with family and friends and
engaging in all types of outdoor activities. Hiking, snowboarding and mountain biking are

all areas of the City of Los Angeles, he has held the ranks of Firefighter/Paramedic,
Engineer, Captain I, Captain II, Battalion Chief, and was promoted to Assistant Chief in
December 2021.
Chief Dixon grew up in Los Angeles, attending San Pedro High School, El Camino
College, and Union Institute & University. He holds an Associate’s Degree in Fire and
Emergency Technology and a Bachelor’s Degree in Emergency Services Management.
Chief Dixon completed a certificate program with the University of Southern California,
Public Safety Leadership Program and graduated from the University of California Los
Angeles, Daniel Freeman Paramedic School. Chief Dixon has authored manuals,
Department policies and managed numerous Department projects. In 2021, Chief Dixon
oversaw the administration of 1.4 million vaccines as part of the City of Los Angeles’
COVID-19 pandemic response.
Chief Dixon is a licensed Paramedic, certified Hazmat Specialist, and qualified Strike
Team Leader. In February 2020, Chief Dixon was selected by LAFD Fire Chief Ralph
Terrazas to serve on the newly formed Wildland Preplan Subcommittee. Chief Dixon is
honored and humbled to serve the State as a member of such a prestigious organization.
Chief Dixon lives in Southern California where he and his wife enjoy boating on the ocean

He spent 12 years
working on forests from the Oregon border to the Mexican border. He then was appointed
as a Fire Captain with CAL FIRE in the Tehama Glenn Unit and later transferred to the
San Bernardino Unit where he spent time at an Inmate Camp, Helicopter Program, and
Emergency Command Center. He promoted to Battalion Chief for Inyo and Mono
counties as well as serving as the Fire Marshall. He transferred into his current position
in 2019 as a Battalion Chief for the CAL FIRE Southern Region Intel program.
Sagar Fowler attended Sierra College and received an Associate of Science degree in
Fire Science. He has traveled to multiple continents and a list of countries learning
various languages and absorbing different cultures.
In 2021, Sagar Fowler was selected to participate in the FIRESCOPE Specialist group by
the CAL FIRE FIRESCOPE Chief. Working with people from different agencies and work
backgrounds has been rewarding and it is gratifying to be a part of the development of
future mapping technology used in the fire service.
During his time away from work, Sagar Fowler enjoys traveling around the world, diving,
fishing, photography, and making films. He has enjoyed his career thoroughly but enjoys
and looks forward to having more time to spend with all types of people from cultures

In this role, he is responsible for designing and implementing GIS solutions that support all aspects of emergency support services. Before becoming a GIS architect, Billy served as a solutions manager and GIS lead at the Department of Toxic Substances Control. He was responsible for ensuring that the solutions were designed and implemented to meet the specific needs of the organization, and that they were integrated seamlessly with other enterprise systems.<br></p><p style="text-align:justify;">Prior to his state service, Billy worked at UC Davis Point-of-Care Technology Lab, where he conducted environmental stress testing on portable medical devices. He also played a key role in the pre-placement of those devices, introducing GIS into that field to help to enhance patient care during and before emergencies. Billy has a master's degree in Geographic Information Sciences and Technologies from USC and a B.S. in Atmospheric Sciences from UC Davis. He is also Part 107 Certified.<br></p><p>In addition to his professional achievements, Billy is an avid backpacker and kayaker who enjoys spending time in the great outdoors. 2016 after serving the City of San Bernardino for 10 years. Chief Rapoza held the ranks
of Firefighter/Paramedic and Captain before being promoted to Battalion Chief in
February of 2019. Chief Rapoza is currently assigned to Division 3 in Lake Arrowhead
overseeing operations on C shift.
Chief Rapoza attended Yucaipa High School, and Santa Ana College. He holds an
Associate’s degree in Fire Science and is currently working on his Bachelor’s degree in
public administration. Anthony holds numerous state certifications including paramedic
and chief officer. He currently serves a division group supervisor on an incident
management team. Anthony was selected to serve as the chair for the Wildland Preplan
Subcommittee in 2020.
Chief Rapoza lives in Corona and enjoys traveling with his wife, playing hockey and being

Chief Arnold has authored several industry publications, was two time recipient of the Alameda County EMS Siren Award for Bravery, and Berkeley Fire firefighter of the year (2016). </p><p style="text-align:justify;">Chief Arnold was assigned as a captain to oversee the operationalization of the City of Berkeley's COVID response, was the recruit training officer for 3 entry level academies, and has been heavily involved in local efforts to promote and improve the department, including tax measures and other funding sources. Chief Arnold is a state certified Fire Control and Rope Rescue Technician Instructor. He serves as a Liason Officer with the East Bay Type III Incident Management Team. </p><p style="text-align:justify;">In June of 2025, Chief Arnold was selected by Fire Chief Sprague to serve on the FIRESCOPE AdHoc Wildland Pre-Plan Group. Being associated with such a prestigious organization is one of Chief Arnold's greatest honors where he works proudly alongside a talented group of fire service professionals. </p><p>Chief Arnold spends his time away from work with his two daughters and wife.
