Vice Chair | <div class="ExternalClass0B5BF970A1D1490795C36E281394AA0B"><div>CAL FIRE</div></div> | <div class="ExternalClass03E0C308A0DF4F7AB4F7C5BC2F11A439"><div>Chief Clark started his career in the fire service as a volunteer firefighter with Riverside County Fire Department in 1992. In 1999, Chief Clark began his CAL FIRE career in the Riverside Unit as a Firefighter I, working through the ranks promoting to Battalion Chief in February 2021.</div><div>In May 2023 he promoted to Assistant Chief of Predictive Services at CAL FIRE Sacramento Headquarters overseeing the Incident Meteorologists’ contract with NOAA; CAL FIRE’s Remote Automated Weather Station Network and maintenance contract;</div><div>works with USFS Predictive Services at both GACCs for collective messaging and Meteorologist Agreement; and the contract with BLM for the use of GOES W satellite communication. He is also on the FIRESCOPE Predictive Services Sub-committee and NWCG Fire Environment Committee and oversees and assists in many Fire Danger and Fire Behavior classes, workshops, cadres, and programs for the Department.</div><div>Chief Clark attended Mount San Jacinto College and Riverside Community College and has vocational certificates in Fire Science and Geographic Information Systems. He received the CAL FIRE Director’s Partnership Award in 2010 for work on the SOLAR</div><div>Plan, a multi-agency coordination and communication plan that includes multiple county, state, local, and federal cooperators.</div><div>Chief Clark has been involved with several instructional cadres. He has served on CAL FIRE Incident Management Teams since 2008 in several different Planning Section positions and is currently the Fire Behavior Analyst on CAL FIRE Incident Management Team 2. He is also a Planning Section Chief on the Riverside County All Hazard Type 3 Incident Management Team.</div><div>Robert lives in Lake Elsinore with his wife, Michelle, and has four children and two grandchildren.<br></div></div> | mailto: robert.clark@fire.ca.gov | Robert Clark | |

Eng. Broms has held the ranks of Firefighter and promoted to Engineer on 11/1/2015. Before my career I worked for Los Angeles County Fire camp crew as a Fire Suppression Aid.<br></div><div>Eng. Broms attended Thousand Oaks High School, and Oxnard College for Fire Science. In addition, I have taken multiple wildland fire courses, technical rescue, and Haz Mat courses.</div><div>Eng. Broms is a part of multiple Training Cadres within the LAFD including Driver/operator, weather and fire behavior analysis, and is a certified CA state Instructor.</div><div>I do not have any experience with FIRESCOPE, but I am tremendously excited to work with and learn from you all. School, Moorpark College and Oxnard College. Captain Heath hold an Associates of Fire
Technology from Oxnard College and is currently finishing his bachelor’s degree from
Columbia Southern University. Captain Heath was appointed to the Ventura County Fire
Department at the age of 20 working on the Fire Crew. Captain Heath has served as a
Training Officer being State Fire Marshall Certified Instructor and has multiple
qualifications in the California Incident Command Certification System (CICCS).
Captain Heath has served the citizens of Ventura County for over 20 years and has held
the rank of Engineer and Firefighter previously. Captain Heath has received Firefighter of
the year twice and has received a lifesaving award.
In November 2021, Captain Heath was given the opportunity to serve on the FIRESCOPE
Predictive Services Board. Captain Heath is currently pursuing to be a qualified Fire
Behavior Specialist (FBAN). Captain Heath is proud of his organization’s involvement with
FIRESCOPE and is looking forward to contributing and progressing while working with
others improving Predictive Services.
During his free time, Captain Heath enjoys spending time with his family and friends,
fishing, and world travel with his wife and two daughters. Captain Heath is proud to work

Chief Wiley has selflessly served the citizens of Santa Barbara County for 30 years. Chief Wiley has held the ranks of Fire Fighter, Engineer, Captain and promoted to Battalion Chief on 3/13/2013.<br></div><div><br></div><div>Chief Wiley attended Cabrillo High School, and Allen Hancock College. Chief Wiley holds a AS degree in liberal Arts and plans to complete a Bachelors degree in Human resources once his children have completed their degrees.<br></div><div></div><div>Chief Wiley is currently a qualified Fire Behavior Analyst on Type 1 Federal Incident Management Team 4.<br></div><div><br></div><div>Chief Wiley has been a member of several Specialist Groups, including, a previous stent on the Predictive Services Subcommittee, Technical Search and Rescue Subcommittee and the Communications Subcommittee. the age of 28. Captain Blake has served the citizens of Kern County for 21 years.
Captain Blake has held the ranks of Firefighter, Engineer, Crew Superintendent, and
was promoted to Captain in 2010. Prior to serving the citizens of Kern County, Captain
Blake worked as a seasonal firefighter on the Angeles National Forest. While with the U.S
Forest Service he served on engines and Hotshots while working from 1990-2000.
Captain Blake graduated from Bishop Alemany High School, in 1994 he graduated from
Daniel Freeman Paramedic School. Captain Blake is currently working on his bachelor’s
degree in Fire Administration with Columbia Southern University. Captain Blake has
graduated the United States Forest Service Wildland Firefighter Apprenticeship
Academy and is a recipient of the Jon Kelso award for leadership.
Captain Blake currently serving as a station captain in Lake Isabella. He also manages
the Kern County Fire Department Remote Automated Weather Stations and Live Fuel
Moisture programs. Captain Blake is a California State Fire Training instructor and Type
3 Incident Commander and Division Group Supervisor.
In November, Captain Blake was selected by Fire Chief Duncan to be the first firefighter
to represent the Kern County Fire Department on the FIRESCOPE Predictive Services
Specialist Group. Being associated with such a prestigious organization is one of
Captain Blakes greatest honors where he works proudly alongside a talented group of
fire service professionals.
During his time away from work, Captain Blake enjoys spending time with family and

Ryan promoted to the rank of fire captain in 2022.<br></div><div>Ryan grew up in San Diego County where he attended La Costa Canyon High School and Palomar College. Ryan has an Associate’s degree in Fire Technology and an Associate’s degree in Emergency Management. Ryan has worked for the San Pasqual Fire Department, the U.S. Forest Service, and the Orange County Fire Authority.</div><div>Ryan is a member of the OCFA’s Fire Behavior Decision Support Team, has attended Fire Behavior classes through S-590 and is an LTAN trainee. Ryan was selected 2024 to serve on the FIRESCOPE Predictive Services group to replace Jeff Shelton as he retires from the Orange County Fire Authority.</div><div>Away from work Ryan enjoys spending time with his wife and two daughters. He started with the City of Hesperia Fire Department in 1989; transitioning to the City of Vista Fire Department in 1996. In 2002, Captain Shelton was hired by the Orange County Fire Authority. Captain Shelton has served the citizens of these communities as a Firefighter Paramedic, Helicopter Rescue Medic, Fire Captain and Staff Captain.<br></div><div>Captain Shelton has attended Agoura High School, California State University Northridge, Colorado Mountain College, Crafton Hills College and the University of Idaho. Subsequently, Captain Shelton leveraged his passion for learning and applied it to training and instruction; particularly in the field of wildland fire behavior. Captain Shelton is a member of several regional, state, and national teaching cadres; including S495-Geospatial Fire Analysis, Interpretation and Application and S590-Advanced Fire Behavior Interpretation. Captain Shelton is a frequent collaborator in public and private research and development of emerging technologies in fire behavior analysis. He currently leads the Orange County Fire Authority’s Fire Behavior Decision Support Team; consulting on a variety of projects ranging from smoke dispersion to criminal investigation.</div><div>In addition to state paramedic certification, Captain Shelton is a qualified Long-Term Fire Analyst on California Interagency Incident Management Team 5. He is also a qualified Firing Boss and Geographic Editor for local government within the Wildland Fire Decision Support System.</div><div>In 2012, Captain Shelton was selected to serve on the FIRESCOPE Predictive Services Specialist Group and remains as an Associate Advisor. Being associated with this talented, diverse, multi-disciplinary group remains an honor and provides a true professional challenge.</div><div>During his time away from work, Captain enjoys traveling with his family, working as a professional ski patroller.
